Rodrigo Garcia is Deputy State Treasurer and Chief Investment Officer for the Illinois State Treasury. He directs the Treasury’s investment portfolio of more than $32 billion, $300 billion in related banking operations and financial services, and a $4 billion agency budget and financial reporting unit. Rodrigo was previously the Director of the Illinois Department of Veterans’ Affairs and a member of the Illinois Cabinet. He’s worked for Morgan Stanley and the Federal Reserve Bank of Chicago. He’s also an Adjunct Professor at Northwestern University, an Aspen Global Fellow and recent TEDx speaker.
